A few years back, I ran into political thinker who believed a basic civics test should be passed to earn the right to vote. Nice idea, but I told him that both sides will want this civics test to be written in such a way to their advantage in the election. As such, they would likely never agree as to the questions of that civics test. This article follows a similar path.

“When will they ever learn” goes the old song. As long as we insist on being governed by political parties, we should not expect any solution.
