A good part of the problem is how difficult it is to successfully prosecute white collar crime as compared to blue-collar crime. White collar crime takes more resources to get all the facts together and lay them out for a courtroom trial.
And addressing one white collar crime ties up enough resources such that other white collar crimes go unaddressed.
In other words, trick hundreds of people into bad investments (or whatever) stands a good chance of not being prosecuted.
But rob a convenience store for $200, that is different matter.
Our white collar police/prosecution teams need a bigger budget.
