A hundred or so years ago, there was little government social assistance. Rather the industrialists set up private foundations to help the poor. They defined the terms of the assistance. Needless to say, the industrialists had little clue about the state of poverty back then--just as libertarians do today.

What will happen if private charities run social assistance programs? Well, we have history to tell us.
