A side story to this specious interpretation is that as the church was becoming more popular, some churches (mostly in the east) were having a different hierarchy. The members elected the presbyters; the presbyters elected the bishop.

The council of nicea (325 AD) dealt with many issues. One of them was the abandonment of this democratic structure in favor of the top-down Roman structure.

Any presbyters were denounce as heretics.
