About 20 years ago, I ran into a fellow who had a comprehensive "Internet Democracy" plan. You might be interested in my review of his work:

Backbenchers in Canadian politics have little influence. While they may yearn for a cabinet position, most do not get it. They are bribed with a generous pension plan if they serve on the backbenches for six years, doing the necessary guard dog duties. Which means they have to survive two internal party elections and two general elections. If they cross the upper caste, they don't make the second internal party election.
