About six years ago, the province of Prince Edward Island (pop. 150,000) tried to implement RCV as an improvement to Canada's Westminster rules. The town hall meetings were a circus of enemies of this proposal, fully intent on raising so much ruckus, not willing to learn anything. The politicians had to back down. It did not matter that all the political parties were in favor of RCV.

People do not like electoral changes. I cannot explain that. Hence we are stuck in institutions from 200 years ago.

While I believe RCV will have a better democracy, it will still not address the 12 limitations very well. We need to move beyond western democracy.
