The Republican Party doesn’t really have much of an ideology anymore. It’s a disparate agglomeration of interest groups — evangelical Christians, big-business/low-tax types, conspiracy nuts, xenophobes, left-behind members of the white working class, law-and-order folks, libertarians, and more — that are defined more by who and what they oppose than what they want to accomplish.

And this group has learned how to gain political leverage; i.e. having more influence than their numbers suggest it should have have.
The inability or delay to seriously prosecute Mr. Trump is a sign of this leverage.
