Another aspect is that I believe when these documents leave their proper files, there is a whole whack of records that follow these documents, like where did they go and who has them. If so, then someone should have been pressuring Mr. Biden for the return of documents in 2017.

And, of course, there doesn't seem to be any possible enforcements of photocopying such documents.

Maybe we need to know what those documents actually were?

Sorry, I don't have a solution for this issue. I believe when my alternative democracy matures, there will be sensible people in charge and efficient, effective protocols in place to manage these documents.
