I spent six years in a Canadian political party--and was slowly realizing internal politics is quite dysfunctional. While contemplating this dysfunction on a long walk, I had a "euraka". Within a couple of minutes, something explained to me (1) the reasons for the dysfunction, (2) western democarcy cannot rise above its dysfunction, and (3) a new system of governance that addresses all this dysfunction.
Two weeks later, my faction ended up losing an internal election, and we were put into a political purgatory. I had time to think things through. I decided not be be involved in partisan politics again. But I did not my ideas going anwhere. That was 1992.
In 1997, CBC Radio was interviewing a couple of political scientists about improving democracy. They had no clue what was wrong, so their remedies were useless. I decided I had to get my ideas out there.
Four versions of "Tiered Democratic Governance" came out: 2000, 2004, 2009, and 2017. The third version was when I got my ideas to work symbiotically with each other.
