Back in my days of reading The Economist, I remember the study of taxi drivers during the advent of Anti-lock braking systems. The taxis were fitted with a device to measure acceleration and braking. When the drivers figured out they had a car with ABS, they drove more aggressively. The article suggested that ABS really did not create safer streets because aggressive driver just upped their aggressiveness.

But this idea could work. Of course, the aggressive drives will claim infringement on their freedoms.
