Back in my political days, we used Robert's Rules of Order (or other parliamentary guides). I got be reasonably good at these rules. (Actually I found them quite amazing in how there were designed).

But some of my fellow workers could not or would not learn the rules. They were somewhat lost in the meetings. And a little disenfranchised.

Some the "screaming and threatening" might be due an inability to work within well known civil codes. When one does not understand these codes, it seems the other side gets their way all the time. We just might be seeing the pent-up anger.
