Bombing our way back to the Stone Age and somehow emerging with a better democracy seems unlikely. The victors of such revolutions have, historically speaking, not been kind to any version of democracy.

To me, the solution does not lie in somehow proving which citizens are worthy of the right to vote, but to have a forum where their vote does not cause "catastrophically stupid and harmful outcomes."
