Buried deep in my TDG book, I have provided an option that for certain things, the TDG sets up a panel of experts to make the decisions. This is one of the features that we can experiment with as we build the TDG.
From my Canadian perspective, we are already doing a far amount of this. Most new bills come from the civil service, the department that has practical experience in their respective matters. It is impractical for all citizens to have the right to vote. Elected politicians become the overseers of the work of the civil service.
In my option, an ad-hoc committee would be formed with mid-to-senior members of the civil service, a few elected representatives, a few experts, and a few wise members of the public. Anyone with a vested interest should not be allowed to sit on this committee, but these interests certainly can make a submission to be heard.
