By having "safe" seats and "safe" governorships, the actual election belongs in the party primaries, where maybe 15% of the population votes. The general election is a pre-ordained conclusion.
This system serves the political players very well. The overly ambitious people who want to be government have less competition. Just win the party nomination--sometimes with a little manipulation of party electoral rules--and the general election really isn't that important.
On the plus side, having "safe" seats reduces the chance of a close election. This reduces any controversy.
As you know, I looking beyond western democracy. The TDG could have 435 members in "The House" and would govern quite well.
