Canada has a fair number of advocates to change its Westminster system to proportional representative. But when some pressure is exerted to change our 1867 structure, some other pressure seems to arise to oppose it.
I have told advocates of PR systems that the major difference difference between the systems is when the coalitions are formed. In PR, they are formed after the election. In FPTP, they are formed before the election.
But this paper is almost right on. The proposed changes to electoral structures won't change much.
However, I can't see how to write and enforce "anti-propaganda" laws. What is or is not propaganda is quite subjective.
