To summarize, Orwell indirectly stated that the natural pecking order of hunanity is 2/13/85. The two is the "Inner Party", the people that make the decisions and get most of the goodies. The 13 is the "Outer Party," which serves the Inner Party. They get some of the goodies. The 85 are the "proles," who do the dirty work and remain destitute. We can see this pattern so often in many historical society that it must be almost a natural order. I would even say that prior to WW2, it was the natural order in democracies of those times.
The rise of the middle class after WW2 was an aberration of that order. We can give democracy the credit, but methinks it is more of a serendipitous collision of events. There was no master plan.
We seem to be losing that middle class. We are going back to 2/13/85.

To summarize, this article outlines the prophecy that democracies have only a shelf life of two to three centuries. They fall in on themselves. They are replaced by oligarchies. And these oligarchies are replaced by other oligarchies. That too is human nature.
It's not enough to say that democracy is better than oligarchy, so that is why we should keep it--even with its obvious flaws.
