Coming from Canada, I would say that there are already various social programs to fund the needs of the disabled. Sometimes it's a little difficult to get the disability verified, but when it is accepted by the civil service, the payments are quite reliable. And if additional payments are required (like a guide dog dying), the government money will still come in.
The disabled people would still get the same UBI benefit as everyone else--no questions asked. But disabilities will still entail a social program or two (or maybe three).
I would like to set up a UBI program for those extra costs, where the money flows in without proof of where it is going. But right now, I think we still need proper accountability. Maybe when the UBI is fully implemented, we can set up a UBI-Disability program.
