Despite having some basic understanding of statitics, I would have to read this article a few more times to understand it to the degree I think you want us to understand. Simpson’s Rule does sound interesting.
The bigger problem is that much of the population cannot handle statistics very well. Issues have to be framed in a 0% or 100% chance of happening. And consequences have to be exaggerated or trivilized if something does happen. Not a good recipe for effective public policy decisions.
