Didn't take the bait?

I've been wondering why the people are not coming out to protest like they did in 2017.

For sure, one reason is that there are elements in this administration who are looking for a fight. It's maybe better not to give it them.

I'm not involved in the activist movement. Maybe the best strategy to protest these days is not to protest.
