Each TDG is going to design itself. The 200 residents is just a rough guide.

I live in a condo complex of about 90 units. Many of these units have families. I estimate about 250 to 300 people live here. If the desired TDG size is 200 residents, this complex would be a natural neighborhood and would send one resident into the TDG.

I would not create electoral units that are divided geographically just to maintain a value close to 200 per unit.

I am aware there are bigger complexes. Let's assume 400 residents. If the 200 residents is the desired TDG size, I see two options. The complex could be divided in two (or more) parts, like east & west or lower & upper floors. Or the complex could still be one electoral unit, but elect two TDG representatives with a plurality vote.

These are the problems each TDG will have to work out for itself. It gives the builders the opportunity to learn and practice the new TDG way.
