Economics is a strange science in that there are so many unknown variables to make predictions often too far away from real life results. Environmental economics is probably the same.

We need credible professionals to make these kinds of analyses for decision makers to make the better decisions.

The analyses may not always be right, but they are the best tool we have at the time. The experts will learn; we will get better at it.
