Eliminate political parties! I don't hear that very often. I've been calling to an elimination of parties for a long time.
When I wrote the first version of "Tiered Democratic Governance" in 2000, a fellow at my book launch asked: "Good ideas, Dave. But how do we move from HERE to THERE?" Good question. I had no answer. I kind of answered it in my second version (2004), but the transition was not flushed out fully until the third version (2009).
As I read your essay, I didn't see any HERE to THERE. I don't believe western democracy can ever reform itself in the way you are suggesting. To be blunt, your essay is wishful thinking. But at least it is out of the box.
Maybe a revolution? And the victors somehow stumble on your ideas?
Chapter 6 of my book gives a more peaceful transition and a map. The TDG is built totally outside of current power structures.
