For some reason, the movie "Fiddler on a Roof" came to me reading this article.

The setting is a rural Ukrainian village. Half the village is Jewish; the other half is Russian. They have developed some peace between them.

Then forces outside that village conspire to persecute the Jews.

We can have a well functioning neighborocray, but if the goal is to stay neighborly, the national forces will eventually subvert this system.
