For sure, there will have to be cultural aversion to creating political parties. The members need to be educated to prevent this--and this culture will be created by the early builders. As well, the electoral districts are pretty small. It will be difficult to political parties to establish themselves in these smaller districts.
While I think this should be enough, the early builders have the time to create the legal mechanisms to prevent political parties. THe founding fathers did not have this time.
You should read the TDG book. And the three TDG novel give good hints as to building this new culture.
