If PR is implemented in the USA, both the D's and R's will split into their saner and whackier halves. Not one of the four factions (plus maybe the Greens and Libertarians) could attain a majority, so some coalition building is required to form a government. The fringe elements will have their soapbox, but not a big role in decision making.
Unfortunately the chance of a Republican one-party state is greater than the USA adopting some version of PR.
I recently had a fellow tell me he liked this TDG idea, but he needed to spend his spare time towards the correct outcome for 2022. I suspect that after 2022, he will need to work towards 2024. I think for 2032, his TDG efforts will produce a better result.
The TDG will require 10 to 20 years to build--after it finds that 1%. I'm not sure American democracy will be around long enough to have a peaceful transfer towards the TDG.
