From 1986 to 1992, I used to be an avid reader of The Economist. This magazine, back then, talked about the challenges of USA's various water projects. The warnings came far in advance of today's crises.

Yet nothing was done in all this time.

These situations speaks to the inability of western democracy to carry out effective long term planning.

It is time for a new way.
