George Orwell's 1984 divided this society into 3 parts:
1) Inner Party; 2%; make all the big decisions, get most of the goodies.
2) Outer Party; 13%; serve the Inner Party, get a few goodies.
3) Proles: 85%; do all the real work, live in destitution.
History suggests that the world has mostly operated in this kind of hierarchy.
The western world moved out of this relationship after WW2, with a truly strong middle class. This Atlantic article suggests the USA seems to be going back to Orwell:

If we don't want to slide into Orwell, then we need to question whether the political system can continue to foster a strong middle class. If not, then we need to start thinking about ways to change it.
If we don't believe the hierarchy can be changed, then, for sure, doing nothing will not effect the change we are looking for.
