“Good Character and Capacity for Governance” would be defined by each individual voter. But the principle is that voters have to know something about these people, and not just the image the party or the party’s opponents are trying to portray.

The TDG should have neighborhoods of around 200 people. In that group, there may be four or five people who have the recognized attributes of “good character and capacity for governance.” That TDG will elect one of them.

Someone like Mr. Trump would likely not pass the neighborhood test. If he did, he would likely not serve very well at that level. So the chances of him rising to the middle levels are very, very small. In essence, the TDG will sideline a lot of people who should not be in governance.
