Having worked for 15 years in a Canadian "community college," I would say that my former employer was rudderless, lacking a clear direction of where it needed or wanted to go. A big part of the problem is the association of the provincial government, which provided most of the funding, which then means someone(s) from far away the college was making the bigger decisions.

Our political systems are really not capable of finding the direction each college needs to take.
