We indeed should decentralize decisions wherever practical. Trouble is that institutions just don't like delegating authority to lower institutions.

I was in a little discussion with another fellow that the USA should leave most governance to the states. If so, then the states should leave most governance issues to the municipalities. But the state institutions only begrudgingly allow this on limited issues.

Mr. Trump has not gone in this direction at all. even to the extent of usurping state constitutional rights.
