I believe proportional representation is a reasonable means for voters to vote for what they want. Theoretically, there shouldn't be "millions of people unrepresented" because there is often four or more parties with well stated party platform. And often, those parties work towards those platforms. When they cannot deliver, it is mostly because the platform could not get a majority approval, which means allying with parties who have a different platform.

The TDG will be making decisions that some citizens won't like. Rather than disparage the decision with hopes that it will be rescinded, the voter will recognize that the TDG representatives analyzed the issue, consulted with experts and stakeholders, considered several alternatives, and eventually come a certain decision. The disgruntled citizen will recognize that the TDG decision did the best it could.

But in today's democracies, the citizen can blame vested interests, who are too influential in the elections.
