I chuckled at your no-policy

comment of the Green Party in Maine. My experience with two political parties is that 95% of discussion is about winning the next election. Policy takes the back seat in a long bus.

RCV is great. But I'm not surprised the D's and R's put up lots of road blocks.

But we need to look beyond political parties. Here is my alternative democracy:
