I don't see much hope of this system reforming itself just because millions of people wish it to reform itself.

It is time to build a new democracy. If one thinks he/she is too old for this task, then they should let the young people in their lives know about this new way:

Let the young people decide if they want to spend the 10 hours a month to put this system together. They should be able to complete it by the time they are middle-aged.

"Engaging in respectful dialogue" is an important skill to learn and practice in this new way.
