I don't think this kind of choice is isolated to COVID scenarios. Think what would happen if we stopped enforcing speed limits?

Too many people believe it is NOT THEY who will cause an auto accident. So they give themselves license to speed. But threaten to take way their driving privilege, that's what motivates them.

I could go with a few more examples, But this "not taking reasonable precautions" is endemic in western society.
