I have been a short-term renter. It’s hard to be motivated in a community when you know the likelihood of staying is not long. And if the community is not very functional, that’s another reason to move on. But I’ve always practiced giving my neighbors a minutes a day when the opportunity arises for a little social discourse.
It sounds like you have experienced a positive local community in your life. And that’s something to we want to enhance. There’s a lot to be said when a community functions well — and then joins with other well functioning communities.
And the early TDG will need to stay away from too much current politics as well.
