I find the English translations of Russian reports require a bit of plowing. I usually skip these parts and get to your analysis.

I don't think this is any reflection on your abilities. Rather, the original Russian is written to not be clear. This may be deliberate. Or the original writers may want to appear "wise." This too-wordy writing is probably part of the Russian culture.

English writing had this problem, and slowly we have learned to write and appreciate clear writing.
