I heard somewhere that 4% of males have psycholopathic tendencies. Rather than locking them all up, they need to be managed. Many of them can be trained, sort of like Pavlov's dog, to be somewhat responsible in civil society.

This system allowed one to rise too high. It's time for another system. You know I have an answer!
