I heard this situation explained in a different way.

Imagine 10 people ask the government for a $100 subsidy, for a total of $1000. This will be paid by 1000 people contributing an extra $1 in taxes. Who has the greater incentive to lobby the politicians to ensure the subsidy does or does not happen?

Just because a demographic seems indifferent does not mean it is the right thing to do move the subsidy forward. Not getting this balance right is a flaw of western democracy.

I'm thinking of the American agricultural industry in particular.
