I see forgiveness as a tool for no longer letting a transgressor writing someone else's life script. I think the word "blame" would be appropriate here.
We should not "forget." To forget would often mean allowing the transgressor to continue. "Forgive and forget" is a silly slogan. If it came from the Bible, I would say some important context is missing.
Reconciliation is desirable, but it may not be possible. Waiting the transgressor to understand the damage and be accountable may not happen.
Forgiveness can occur without justice. But again, we should strive for justice.
And those who have been transgressed and truly forgave, they have important lessons to teach other people.
