I think I had that angle dancing around my head for many years. You are the first one to put it on paper.
As a person ages, it gets harder to retrain. I was great with DOS to Windows XP. But Windows 7-10 are still far from comfortable for me.
I also remember a do-gooder program in the 1980s to teach marginal workers how to repair computers. They were given a stipend to attend classes. But they didn't have the academic background for science or study. And not much interest in computers either.
Better to give these people $1000 a month and have them stay out of the job market.
