I think media spin is not an exact use of "social engineering."

Public school systems, where children of all economic classes can attend, are social engineering. These schools are preparing children for the future. With education of the lower classes, these citizens have more opportunities as adults.

Religions are social engineering, including Kabballah training.

From 1920 to 1970, the tobacco industry was engaged in social engineering, to get more people to smoke. Then after 1970, the anti-tobacco activists had their own social engineering to get many of us to quit.

Social engineering is conducted in so many ways. Decision-makers are trying to reform society. Some of it is good. Some of it is not good.

We need a system of governance where the good social engineering is implemented on a regular basis.
