I think this correlation is more due to the education of women than any epigenetics. Raising kids is hard work.

And big families are common in the less educated cultures.

I believe a full UBI will allow couples who want big families to do so. These kids will raised in better nurturing environments. That's how we'll get the birth rate back up.
