I think we have to look at the "stealing" and other tenets of a functional society from both philosophical and religious angles. Religion has the ability to reach the masses, many of whom who don't want to think too much. If a society can stop most of its stealing from a religious perspective, that is still a better functioning society. But this should be backed up by good secular philosophy as well.
Western thought has had strong elements of both. But it seems as religion is fading, so too is the philosophy.
