I thought the new Terms of Service were quite clear. If Medium wants to monetize a writer's Medium submissions, it has full right to do so--without permission or compensation.
Now, don't get me wrong. I think the new terms of service are still a good deal for aspiring writers. Medium gives them a forum to display their work. If that work gets some fame and fortune to it, then Medium can, for example, create its own ebook of the the writer's work and compete with the writer.
When the writer becomes recognized, that writer is not bound to Medium in any way. But with some Medium fame behind them, that writer would be in a better position to negotiate with another publisher.
Think Medium as a stepping stone.
And let's be practical. If Medium monetizes 1% of its submissions, that would be an overestimate. It is not going to "take advantage" of most writers here.
Having said, Medium is going to lose some writers. But where will they go?
