I was in Czechoslovakia in 1992. I could see that these citizens had freedoms we never had. No civil lawsuits, so people could be negligent as much as they wanted to be. THe Czechs and Slovaks were much more aggressive drivers than Canadians. They thought they were Mario Andretti in their Skodas and Ladas at highway speeds in villages with narrow roads.
So Russians sergeants are free to juggle hand grenades to train troops. And why some of us hate regulations is a mystery to me.
