I went to your link. I'm not sure what you meant by "broke the filibuster." Something happened in 2002; my sense of American history cannot explain that.

Canada has its own filibuster rules. And they are invoked every few years. Opposing parliamentarians take turn speaking for hours to tie up business of parliament. Somehow things get settled between the parties.

Both Canada and USA borrowed filibuster rules from the British Parliament. I'm not sure why this rule was included. Most other organizations allow a reasonable time for debate, but not near forever. I don't see how this rule serves any purpose in the 21st century.

Unfortunately, we cannot change it.
