I would agree with you but the fact is that too many prosperous businesses use offshore companies to "own" the business in the home county where all the profits are being made. The offshore company charges just enough "management fees" to the home company such that home company is not earning any profits, hence no tax. For some reason, western nations just can't write and enforce laws to deal with this tax evasion.
Methinks the tax lawyer are very good at this game. They win many more battles than lose.
