I would agree with you Gary, but remember the wealthy could find exemptions not to send their kids to Vietnam. Do the names George Bush 1 and Fred Trump ring a bell?

We could blame the Ukrainians for electing inept ledars. But, unfortunately, when Ukraine became independent, we--the wise westerners--exported wester democracy to this new nation. The elections produced those corrupt leaders, and many citizens disengaged from the political process.

If nothing else, we should know now that western democracy does not work in this part of the world. It's time for a different system.
