I would have to disagree with your assertion of the Founding Fathers. Their original system only allowed white wealthy men to vote and serve in office: some say only 6% of the population. And the USA was full of agricultural estates; it is doubtful any of the FF spent much time behind a plow and horse.
As for wielding power, much more depends on how well a political leader works his magic outside of the legislature as inside. The ones who get things done can master both sides. The legislative rules, while importent, are not everything.
