I would just like to respond to Tom Gregg’s comment.
In Canada, tuition fees cover about 10% of the total cost of higher education. Most of other 90% is covered by provincial governments. Student loans are available. So there is little financial hindrance of students of the lower economic classes to enter colleges and universities.
Having said that, such students do have to a reasonably high scores in their high school subjects — and they must maintain a C average to carry through their academic program.
“Socialized Post-Secondary Education” does work. Tom just needs to look north.
